Wu’s achievements were extraordinary: The first Chinese-American citizen elected into the U.S. National Academy of Sciences, first female President of the American Physical Society (1976), awarded National Medal of Science (1975). Other pioneering awards: 1’ST woman recipient of the famous Research Corporation Award, received the John Price Wetherill Medal of the Franklin Institute (1962), first woman to earn the National Academy of Sciences Cyrus B. Comstock Award in Physics, 1964, the Bonner Prize (1975), and Wolf Prize in Physics (1978), first woman to receive a Doctor of Science from Princeton University (1958), and awarded so several honorary degrees. In 1974, named Scientist of the Year (by) Industrial Research Magazine. As threats to national security increase in frequency and scope from foreign and domestic adversaries, an advanced, modern-day plan of action is urgently needed, according to Robert Dionisio, CEO of The Dionisio Organization. Dionisio made a remarkably compelling presentation in Washington, D.C. this week to a select, private group of executives and provided this exclusive interview to announce his intent of formal U.S. Government submission. Dionisio — a respected, uniquelyexperienced leader in business, facilities, infrastructure, capital management, development, international relations and U.S. Government, counterintelligence, classified facilities operations (having held a Top Secret, SCI Security Clearance) presented a comprehensive strategy to provide security provisions for U.S. federal, state and local governments, private sector facilities operations and public infrastructure nationwide. Firstly, and most critical, according to Dionisio, is the establishment of a new facilities and infrastructure command to be known as the “U.S. Facilities Command (USFC)” in order to uphold and defend U.S. national security, ensure efficient government facilities design, construction, operations and liaison with all private sector facilities/public infrastructure owners and operators. This request is urgent — as outlined below — where Dionisio has begun USFC conceptual development, security design criteria and implementation plans. Secondly, Dionisio emphasized from a military standpoint, the U.S. does not need a new, full-scale bureaucracy to exacerbate inefficiencies and redundancies called the “Space Force”, recently announced by the federal government. Rather the nation will be better served by establishing a new “U.S. Space Command” in collaboration with all military branches and intelligence agencies to unify, lead and coordinate space offensive and defensive systems, primarily a space command center for the protection of satellites within the existing U.S. military, NASA and intelligence complex, where all facilities and infrastructure operated must be subordinate to the new U.S. Facilities Command (USFC) proposed herein. The Space Force term is a misleading, glorification of capabilities which exacerbates wasteful spending and redundancies, for political reasons rather than national security, according to Dionisio. He identified three ongoing susceptibilities, cited 10 potential and likely threats, and outlined his plan of action. Below is the continued summary of all crucial aspects described in Mr. Dionisio’s proposal, as presented on Thursday: I) U.S. NATIONAL “INSECURITY” CONCERNS: Military facilities, schools, universities, hospitals, worship centers, movie theaters, hotels, financial institutions, electrical grids and thousands of major companies have all been compromised over the past two years alone, and it’s getting far worse in certain sectors. The block chain of vulnerabilities spreading throughout all entities including U.S. NATO allies are expanding. The Government’s scattered approach with ambiguous jurisdictions is not comprehensive, effective nor professional; in fact, leaders overextend and unnecessarily burden NSA, FBI, CIA, DHS, DOD, Cyber Command, U.S. Central Command, DOT, DOE, NATO and others with such an enormous, complex mission, creating a situation of abject negligence nationally. Cyber and physical “insecurity” are more appropriate terms to describe the existing state of the union regarding “facilities and infrastructure” cyber-hacking and physical-attack vulnerabilities, based on an abundance of evidence, including Dionisio’s evaluation of U.S. facilities/infrastructure threats, lack of protection barriers, and our witnessing of all the computer hacks, 24/7 cyber intrusion attempts, hijacking of airplanes, facility bombings, riots, natural disasters, gang warfare, and the countless mass shootings at children’s schools, worship centers, hotels, movie theaters, military bases, companies across the nation and so much more. II) SECURITY COMPROMISES: Government cybersecurity, private sector business operations and national infrastructure violations by foreign entities and criminals have been alarming, reaching far beyond North Korea’s hacking of Sony Enterprises and Russia’s hacking of the 2016 U.S. Presidential Election. Professional, aggressive steps must be taken to combat both “physical and cyber security threats” to American citizens and infrastructure beyond what is currently being done. Russia, China, North Korea and Iran have all claimed at one time or another to know what our military is doing, which was publicly admitted to by a Russian foreign representative last week. One successful hack into our nation’s infrastructure could compromise our entire military platform and leave millions harmed or dead including from a resulting, follow up physical attack while this nation’s defenses (and communications) are down, and likewise all of a company’s trade secrets and intellectual property can be easily stolen, the status-quo is unacceptable. III) RUSSIA HACKS U.S. ELECTRICAL GRID: Russian and North Korean cybersecurity experts (and others) launched cyber war against numerous, critical U.S. infrastructure installations and major companies throughout the country last year, including its electrical grid system. Identified Russian hackers penetrated hundreds of U.S. companies in a massive, multilayered cyber attack campaign inside the control rooms of U.S. electric utilities, which could have resulted in catastrophic, life threatening blackouts. According to U.S. officials at the Department of Homeland Security, a Russian state-sponsored group identified as Dragonfly or Energetic Bear, broke into poorly secured, “air-gaped” or isolated networks owned by utilities, by initially hacking into the networks of primary vendors contracted with the power companies. “They got to the point where they could have thrown switches” and disrupted power flows”, said Jonathan Homer, Chief of Industrial-Control-System Analysis for DHS. “They’ve been intruding into our networks and are positioning themselves for a limited or widespread attack,” said Michael Carpenter, former Deputy Assistant Secretary of Defense. “They are waging a covert war on the West.” Russia denied targeting U.S. infrastructure. Homer said the cyberattack initiated in 2016 has continued throughout 2017 into 2018, exploiting utilities with vendors that have special access to their servers. The attackers used conventional weapons, spear-phishing emails and watering-hole attacks, tricking users into entering passwords on mock websites to compromise suppliers, most of who are without adequate cybersecurity. IV) DIONISIO TOP U.S. THREAT(S) SUMMARY: In broader context, potential espionage, physical attacks, cyber-attacks and other threats upon national security include:1.) STATE AND TERRORIST SPONSORED MALWARE: The design and deployment of malicious code that infects computers. This is one of the more common and destructive cyber intrusions into both individual computers and mainframes that can hamper, manipulate, hold hostage, spy upon and/or destroy all existing data files and freeze operating systems. 2.) STOCKPILING (AND) EXPLOITATION OF VULNERABILITIES: The finding or purchasing of details related to security vulnerabilities and then use them for investigative or offensive purposes. The U.S. government has created a policy, known as the Vulnerabilities Equities Process (VEP), to decide whether to disclose information about security vulnerabilities or instead withhold them for its own purposes. This process leaves the public in the dark about how frequently security vulnerabilities are left unaddressed. There is no requirement in the VEP to tell technology makers about their security flaws. 3.) CRYTO BACKDOORS: Attempts made to undermine crypto, defeat security features, obtain “keys” to unlock encrypted data, or insert vulnerabilities into software that makes users less secure. 4.) MALICIOUS HACKING: Actively break into computers remotely. Agents access, copy, delete or even create data in order to suit their needs. These practices are secret with inadequate oversight by their respective judicial systems. 5.) ELECTROMAGNETIC PULSE (EMP): EMP’s can emanate from a nuclear blast, delivered by a missile, satellite or other means, detonated locally or miles above the earth, and there’s no government plan to deal with it adequately. An EMP can damage electronic circuits over large areas, depending on the configuration of the weapon and how high it was detonated. Congress moved to renew funding for the Commission to Assess the Threat to the U.S. from Electromagnetic Pulse Attack as part of the National Defense Authorization Act but this is not the solution to this very critical issue. 6.) RADIO FREQUENCY TAMPERING: The interception, tapping and/or destruction of all forms of analog, digital and fiber optics communication systems/transmissions. 7.) PHYSICAL ATTACK & WEAPONRY: This includes all forms of attack including the use of blades, firearms, explosives, artillery, missiles, planes, helicopters, drones, tanks, trucks, machines, chemicals, poisoning of water supplies, biochemical, lasers, nuclear, AI controlled and the like, used by foreign governments, terrorists and other criminals. 8.) NATURAL DISASTERS: Earthquakes, avalanches, tornadoes, hurricanes, typhoons, monsoons, floods and infectious, deadly viruses. 9.) FINANCIAL COLLAPSE: To where the U.S. deficit becomes so exorbitant that tax revenues and economic growth can no longer sustain it, and where deprivation, market collapses and government defense funding erodes, with no comprehensive, mission critical facilities/infrastructure command and control system. 10.) PHYSICAL COLLAPSE: The U.S. Army Corp of Engineers’ own evaluation of existing U.S. infrastructure systems is a grade of “D”, which in several cases is a generous. However, the U.S. Government has unfortunately put the greatest benefits to safety, security and productivity on the back burner for many decades, resulting in current day archaic technology, physical deterioration and structural dilapidation, with no attention paid until catastrophic collapse occurs and lives are lost. V) DIONISIO RECOMMENDED SOLUTION: All U.S. Government agencies, private companies and NATO allies should take heed and special precautions to protect themselves from both “physical and cybersecurity” threats for all people, facilities, ADP/COMM centers, infrastructure, servers, vendor computers and personal computers. Threats of attack continue to be evaluated to level “Code Red” not seen since just prior to the Sept.11, 2001 terrorist attacks, as confirmed and now attested to publicly by the U.S. Director of National Intelligence, Dan Coats, all while overseas cyber intrusions become routine. The U.S. Government and private businesses must be more diligent towards the development and protecting of their facilities, ADP/COMM centers and infrastructure systems, domestic and abroad. Dionisio proposes this new, highly advanced U.S. Government/private business coalition be established immediately, called the U.S. Facilities Command (NSFC), to perform as central command center, management oversight, security design and technical support assisting all facilities development, design criteria, security system implementation and project management, for all U.S. Government owned, operated and/or controlled facilities both domestic and abroad, as well to fully integrate and provide such information necessary to help private companies and citizens. This organization should be given top priority, established without further delay and fall within the existing, appropriate intelligence complex (discussed separately in a classified environment) and led by a consummate team of experienced facilities/infrastructure professionals, who possess classified facilities design experience, supported by our nation’s top cybersecurity, physical security, facilities and infrastructure experts. VI) PROPOSED U.S.F.C EXECUTIVE PURVIEW: Currently there exists no broadly based, managerial or technically adequate, central design platform, command and control system in place to fulfill this highly critical and complex mission, which requires better synergy across all facilities and infrastructure operations. Existing military/intelligence engineering commands and government agencies; including the DOD, U.S. Army Corp of Engineers, U.S. Naval Facilities Engineering Command (NAVFAC), Department of Homeland Security, NSA, FBI, Police, Department of Energy, Department of Education, DOT, HUD, VA, etc. Facilities and infrastructure must fall within USFC purview regarding life safety, security design, development, construction and ongoing security operations. For the above reasons, including the rapid technological advancements made by such adversaries. Dionisio proposes that the new U.S. Facilities Command (USFC) support all existing and future critical U.S. federal, state and local government facilities, military installations, schools, hospitals, airports, seaports, railways, (all transportation systems) power plants, water supplies and all other major nationwide infrastructure, while also performing as the “central command center” for all facilities operations, both internally for the U.S. Government, NATO and externally as public conduit to help promote and enhance the safety and security for all American citizens and assets (domestic and abroad) especially during critical times of elections, cyberattacks, mass shootings, terrorist attacks, natural disasters and major wars. The USFC should be developed “before” (or worst case scenario, in parallel with) the Department of Defense’s “U.S. Space Command” as recommended above, to achieve the highest levels of safety and security during the formation and operations of both entities. VII) CONCLUSION: The U.S. and NATO are inadequately defended against the threats described. Security provisions and operations management across our nation’s facilities and infrastructure rank as either inadequate, atrocious or nonexistent. A nation may possess the greatest military, intelligence and law enforcement agencies in the world (domestic and abroad) but if its citizens, military and intelligence personnel, facilities, computer systems, infrastructures, overseas embassies and allies are compromised, then mission critical defenses can be quickly mitigated or rendered completely useless, resulting in the most catastrophic of consequences. Additionally, the Space Force, as proposed by the Federal Government does not combat the vulnerabilities that exist. Dionisio said he is sharing this, not to alarm but rather to educate, what he knows to be an indisputable fact, after 35 years of international experience, which is that U.S. facilities, infrastructure and operations are far too vulnerable, and there is no security initiative more critical, due to the magnitude of increasing exposures and those that already exist. “Therefore, I will be respectfully requesting swift approval from all responsible entities within the U.S. Government, for the new U.S. Facilities Command (USFC) as proposed here today,” he said. Dionisio will continue to present and collaborate with all involved parties as necessary towards the U.S. Facilities Command development and implementation. “United, as a close team of dedicated professionals, we can achieve our collective goals of enhancing and improving U.S. safety, security, mission readiness and all critical combat operations”, he concluded. DIONISIO STRATEGY SUMMARY THAT TURNED TESLA AROUND
Tesla's $710 million loss in the first quarter of 2018 is due to abundant cash use to increase desperately needed production levels but again Tesla fell far short on its promises. Shares declined 6% in after-hours trading to $283.10 from $355 but now Elon Musk (20% shareholder) claims to be possibly going private @ $420 / share with secured funding. The SEC is inquiring and rightfully so, as to why Musk would make such an alarming statement considering the amount of shares currently out of his control (80% of total). Dionisio stated Wednesday, "Tesla's fifth straight quarter of record losses indicates a lack of commitment to control R&D and overzealous future goals (versus) fundamental production levels and several other cost variables needed for sustained profitability". Robert continued, "private financing to simply buyout existing shareholders is futile compared to private equity takeover, with appropriate Chairman / CEO changes, where Elon Musk potentially remains as Chief Design Architect if desired and agreed upon". Dionisio views a takeover or merger far more advantageous and practical. Robert continued, "Musk's recently tweeted approach about Tesla will yield an additional $70 billion and makes him more wealthy but won't cure its management woes, unless it curbs its salacious appetite to overspend in noncritical areas, instead of improving quality, production volume, financial self-sufficiency from taxpayers, improves its internal rate of return, and ROI for shareholders". Dionisio further clarified concerns, "With Musk's approach, the company's culture and debt changes dramatically, making it less risk averse, as well becoming straddled with more enormous new debt, having to buy back all of its shares beforehand". "ROI, and more importantly IRR, are out of sync with reality" says Dionisio. Tesla again promised to produce 5,000 of the latest model cars weekly by the end of the second quarter to help recover but it was questionable. Tesla only made 2,270 weekly last quarter, so it would have to double production to meet its second quarter goals. Tesla reported first quarter revenue of $3.41 billion, up 6% from $3.2 billion in the previous quarter and 19% higher than the same quarter last year but its sales are not enough to counter quarterly losses. Dionisio added, "If internal cost controls are established with appropriate critical expenditures, increased production and sales, Tesla can recover from repeated, dramatic losses, otherwise private funding to buyout existing shareholders without ownership and Chairman / CEO executive management changes, would be throwing good money after bad. Private funding fits well with Elon Musk's empire and micromanagement style but leaves it more vulnerable to risk and continued poor financial performance". Dionisio likes Tesla's (and associated Musk enterprises) commitment to clean energy, solar panel development and energy storage but Tesla has become a takeover consideration for Dionisio because of Tesla's mismanagement outlined by Dionisio as follows: 1.) making excessively optimistic production targets seemingly to mislead or dampen shareholder fears 2.) showing no observable commitment to improving toxic batteries, brake material sourcing, manufacturing and disposal 3.) cars can now travel up to 300-400 miles on full battery charges, which is an adequate distance but battery regarding times remain from (75 minutes at designated Tesla supercharging stations) to 9-10 hours otherwise, and station availability is still inconvenient, costly, if not dangerous when stranded including structural obstacles within the existing, archaic U.S. transportation infrastructure system and 4.) it has not achieved sustainable profitability, which with repeated poor production levels combined with potential, profound impacts on pricing from global trade war ramifications, including auto-parts, metal and aluminum tariffs, makes Tesla a higher risk venture for strict, conventional financing at this time and 5.) Tesla Motors Inc., SolarCity Corp. and Space Exploration Technologies Corp., known as SpaceX, collectively have received over $5 billion in government support. Robert emphasized, "Tesla's a public-private company essentially subsidized by American taxpayers, with achievements that are not conducive to self-sufficiency anytime soon due to decades of financial loss". However, Robert believes he can meet the above challenges head-on with a strategic corporate turnaround, including appointing a new CEO, that will outperform existing leadership, while building the advanced, creative automaker into a more profitable enterprise. Tesla is a bold private equity takeover consideration for Dionisio, not a private financing deal, and over the next (3) years Tesla may become an a strategic industry target. Decisions will be made, whenever strategically more appropriate regardless of any other financing mechanisms Tesla may secure in the meantime. According to Dionisio, "Elon is a creative, talented design engineering intellect but as Tesla's CEO, lacks the business acumen to enhance and improve Tesla's performance". Aramco’s EXPEC Advanced Research Center (EXPEC ARC) was also selected for its “CO2 EOR and Sequestration Project with a Comprehensive Monitoring Program.” Carbon capture and sequestration is the process of capturing waste carbon dioxide (CO2) from large sources such as power plants, storing it, and depositing it underground where it will not re-enter the atmosphere. CO2 is captured at the Hawiyah natural gas liquids (NGL) plant and then piped 85 kilometers to the ‘Uthmaniyah field. At ‘Uthmaniyah, it is injected and sequestered, or stored into oil reservoirs under high pressure to enhance oil recovery. Also for DrillCam, an integrated real-time system for imaging and predicting ahead of the drill bit and around the well. According to Mustafa Al-Ali, chief technologist of the Geology Technology Research Team in EXPEC ARC, it uses multi-physics measurements, both downhole and on the surface, producing real-time image surrounding. The DrillCam system enables controlled geosteering through the reservoir’s pay zones, as well as predictions of lost circulation and hazardous drilling zones, which have huge business impact on discovery, recovery, and cost efficiency.
